…Bản dự thảo Hiến pháp mới ấn định Đảng Cộng sản tăng cường kiểm soát quân đội và công an. Trong khi điều 45 tại bản Hiến pháp năm 1992 quy định “Các lực lượng vũ trang nhân dân phải tuyệt đối trung thành với Tổ quốc và nhân dân”, thì điều 70 trong dự thảo thay cho điều 45 lại bắt buộc “Lực lượng vũ trang nhân dân phải tuyệt đối trung thành với Đảng Cộng sản Việt Nam."...

…A tightening of the Communist Party’s control is also found in the new draft regarding the army and police. Whereas the 1992 Constitution stated that “people’s armed forces must show absolute loyalty to the motherland and the people” (Article 45), the new draft demands that they also “show absolute loyalty to the Communist Party of Vietnam”(Article 70).This appears to reflect the Party’s anxiety about its fragility in the global context of political change, and its need to ensure the army’s protection of the regime. Indeed, one of the key demands of citizens’ petitions throughout the year was precisely the “depoliticization” of the armed forces in Vietnam.

…Le renforcement du contrôle du Parti Communiste sur l’armée et la police est également décelable dans le projet de Constitution révisée. Alors que l’article 45 de la Constitution de 1992 déclarait que « les forces armées populaires doivent être d’une fidélité absolue enver la Patrie et le peuple », le nouvel article 70 qui doit le remplacer exige qu’elles « montrent une loyauté absolue au Parti Communiste du Vietnam ». Ce projet reflète ainsi l’anxiété du Parti concernant sa fragilité dans le contexte global de changement politique et son besoin d’assurer la protection de son pouvoir par l’armée. Une des demandes clef des citoyens durant l’année passée avait justement été celle d’une « dépolitisation » des forces armées au Vietnam.
